The Central Design Bureau of Hydrofoils is the place where it all started in the USSR. Alexeiev was the head of the design bureau at the time of the development of the famous Ekranoplans. He started with the SM series prototypes, which were followed by the Caspian Sea Monster and other large Ekranoplans. The word Ekranoplan is Russian for "screen plane" and SM is an abbreviation for Samorodnaya Model which means "self sustained craft". The design bureau is based in Nizhny Novgorod which used to be called Gorky in the Soviet days.
